Delay of EMS Speed Post ServiceJan

I have sent an application of Junior accounts officer in BSNL, through the using of EMS speed post service with serial No.EN40952496IN Dated 22-12-2009. The closing date of application was 29-12-2009. But my application was delivered on 30-12-2009. So, I have lost a golden opportunity in my career and Rs.1000/- worth DD, and also my efforts to preparation for the exam.
So, I am asking the reasons for the delay of delivery of my application cover and also am demanding compensation.

I have posted Speed post by no. EI 095152009 dt. 5-04-2010 from G.P. O. Jabalpur to P.M. Bairan Bazar, Distt. Raipur, application form for PET/PAT Examination conduct by Chhatistgarh Vayapam, submitted to PM Bairan Bazar, Distt. Raipur 492001 as per instruction issued by the Vayapam, Govt. of Chhatisgarh, Raipur. As per discussion with G.P. O. Office Concerned Speed Post Booking clerk assure to me the consignment will be delivered to PM Baran Bazar, Raipur on or before 704-2010. Please let me know the status of my aforesaid speed post immediately.
